金海和，内蒙古大学教授、内蒙古自治区应急管理研究中心常务副主任、内蒙古社会治理与创新研究基地首席专家，是教育部高等学校教学指导委员会委员、中国行政体制改革研究会理事。博士毕业于日本宫崎大学（University of Miyazaki）系统工程（Systems Engineering）专业，获工学博士学位，获日本国政府奖学金。曾就职于东北电力（1985-1993）、清华大学经济管理学院（2000-2003）。主要研究领域包括管理科学、公共政策、信息技术。 
Haihe Jin is a professor .Standing vice director of the Inner Mongolia Emergency Management Research Center and chief expert of the Inner Mongolia Social Governance and Innovation Research Center. He is a member of the Teaching Guidance Committee for Public Management of the Ministry of Education of China and a member of the China Society of Administrative Reform. He received his Doctoral Degree of Systems Engineering from Miyazaki University in Japan. He was awarded a Japanese Government Scholarship. He previously worked in the Northeast China Electric Power (1985-1993) and the School of Economics and Management at Tsinghua University (2000-2003). Dr. Jin's research interests include management science, public policy and information technology.
